Kev Bailey... Defining His Niche in Plus Photography
Too many people, and I used to be guilty of this as well, rely on it to "fix" bad photography.  It is a great program with an amazing amount of power.  Now, with the onset of digital cameras, and their affordability, we are seeing a lot of photographers who are not disciplined in the fundamentals of photography.  They have a decent eye for composition and the current technology allows them to get decent exposures in the camera, but they are unable to consistently provide work, directly out of the camera, that is usable, and many rely on Photoshop to correct, or recreate the images.   Still others simply overuse some of the features found in Photoshop.   Unfortunately, we have all seen photos where the person no longer looks human, but more like a caricature of themselves.   Sometimes that look is desired, but at some point it ceases to be photography and becomes graphic art. 

I do use Photoshop to re-touch blemishes, and I will fix things such as a string out of place, or a stray hair, but I refrain from changing the way somebody looks, or re-shaping their face or body.  I no longer use the blurring tools available which remove the details of the image.  (Skin has pores, and if you remove them, it no longer resembles skin.)   If I want silky smooth skin, I create it in camera.  I light it and use proper exposure techniques to create that silky look.  By using quality make up artists and employing strategic lighting techniques, many flaws can be removed or simply not seen by the camera, resulting in very little post production time.
